AD often have free whips for Juniors, may be worth calling a local and asking when they are next doing this deal. The whip is reasonable quality, and as has already been said, an ideal tool for what your looking for

Another vote for a whip.

I got my lad an elasticated 4M Middy whip for about £25

I’d suggest a whip at this point - cheap enough and no reel to contend with.

Any point me towards a relatively cheap rod and reel set up for a waggler.

Its not for me but for a good friends (non fisherman) son so that i can take him to see how he gets on with it as he is asking to go loads.

Will be for commercial runs waters and canal only - with the aim of silvers initially.

The only reasonable deal I've seen was OMC but would rather explore any other options before going down that route
