They look like panniers but instead of having a strap across the top they have a wire frame and they can hang off the frame in different positions.

I'm not so sure they haven't been discontinued as stock has been limited to none existant for a long time.
Edit, I sold one of my water pals mid last year, they were at one point going for near £40 each.
