In reply to Post #1 Yes they will dry out. All pop ups and wafters will to a extent.
All you need to do is over weight the hookbait with a shot - generally they wont massively life the hooklength off the deck in my experience.

I was a bit worried about this also so what I've tried which seems to work fine is to tie the bags up as usual but without bait on the hair which I pull through the side of the bag so I can add the required hookbait when needed, also handy as your not committed to a certain bait.

In reply to Post #1 depends on what "a while" will be but you can always put a shot under hook if you are worried.

i usually use a peice of fake corn on the hair in a solid bag, so i can tie loads up, as i roll my own bait id like to use some wafters ive made instead but ive got a feeling ive read or heard somewhere that the bag will dry the bait out and make it really buoyant
Is this true? Or will wafter be ok in a bag if not used for a while?
